BIG BANG APPROACH OF MODERNIZATION OF PUBLIC LIBRARIES: A CRITICAL OVERVIEW OF LIBRARIES MANAGED BY THE LOCAL SELF GOVERNMENT INSTITUTIONS IN THRISSUR DISTRICT OF KERALA

Abstract


Compared to other states in the country, the local self government institutions are in
better position in the State of Kerala in terms of their resource, people’s participation
in governance, etc. Most of the local bodies in Kerala possess their own libraries.
The age old and conventional systems and services are in the transition process to
the web of Information Communication Technology.
The challenge before the
libraries managed by the local governments in Kerala is tough and hard. The human
resource and infrastructure available with the local government libraries are weak
and poor. Although, the local bodies are empowered with power and funds, most of
them do not pay any attention or preference to the development of their libraries.
Unless these libraries are restructured in conjunction with the development of
Information Communication Technology, these public spheres can only be
scarecrows in the near future.
